In addition to providing 5 convenient locations for our local and visiting marine customers RUBiS also offers duty-free Ultra Low Sulfur Diesel (ULSD) for qualifying vessels. Duty-Free Ultra-Low Sulphur Diesel is available ex-pipe from our Bunkering Service Centre on Freeport Drive (Flagship / Commercial Wharf) in Dockyard. There are also water (ex-pipe) and vacuum sewage offload (ex-pipe) services available (see below). We can also bunker at King’s or Heritage Wharf in Dockyard where a yacht may receive Duty-Free or Duty-Paid fuel (ex-truck), water (ex-pipe) and sewage offload via truck (with prior arrangement).

Additionally, there are Duty-Free fuel berths (ex-truck only) available at:

·         Penno’s Wharf and Ordnance Island in the Town of St George;
·         Marginal Wharf in St. David’s; and
·         Number 1 Dock and Number 5/6 Dock in the City of Hamilton.

Duty Free Qualifying Criteria
Sovereign Flag Vessels
Her Majesty’s ships and ships having commission from any foreign government qualify automatically for duty-free fuel.

Non-Visiting Vessels
This includes, but is not limited to the following:
A.      Merchant Ships (cargo ships, tankers, passenger liners, work crafts, etc.)
B.      Research Vessels
 
The following shall apply to qualify:
1.  To qualify for duty free fuel vessel is required to bunker within 24 hours of intended day of departure.  Exceptions to this requirement include adverse weather conditions, primary equipment malfunction and any other emergency that may arise
2.  Should the vessel operator fail to abide by the duty free qualifier and without a legitimate reason the vessel broker will be responsible for the payment of duty should a duty charge be levied by Bermuda Customs

Visiting Vessels

H.M Customs Duty Free Fuel Voucher System for Visiting Vessels  (Please note the below is issued directly from H.M. Customs)

Issuance
1. Customs will issue to the master of each visiting vessel (“master”) one embossed duty free fuel voucher (“voucher”). An illustrative sample of a voucher is attached.
2. Where a visiting vessel arrives during the relevant period, the voucher will be issued at the time of entry inwards at the relevant yacht reporting centre (“YRC”).
3. Where a visiting vessel arrives prior to the relevant period, the voucher will be issued at the time of entry outwards at the relevant YRC.

Redemption
4. Any master named in a voucher may redeem that voucher with RUBiS to fuel the vessel named therein with duty free fuel.
5. Any master named in a voucher may redeem that voucher at any time before the departure of the relevant visiting vessel from Bermuda.

Delivery
6. RUBiS shall not deliver duty free fuel to a visiting vessel except on presentation of a voucher appertaining to that particular vessel.
7. The RUBiS employee responsible for delivering fuel to a visiting vessel will complete the self-explanatory fields in the box at the bottom of the voucher and obtain the signature of the master.
8. Additional fuel purchases after redemption of a voucher must be of duty paid fuel.
9. Where a voucher is redeemed, no Customs Form No. 19 (Export Receipt) is required.

New or replacement vouchers
10. Where a master wishes to obtain delivery of duty free fuel and has not been issued with a voucher, RUBiS should advise the master to apply to Customs for a new voucher.
11. The master should apply for a new voucher at the YRC where entry inwards of the relevant vessel was made.
12. Where a master loses a voucher, RUBiS should advise the master to apply to Customs for a replacement voucher.

Reporting
14. RUBiS must forward a scan of all of the relevant vouchers received with their periodic ex-bond export declaration submissions to Customs.

Record keeping
15. RUBiS will preserve all embossed vouchers received in accordance with the record keeping requirements of the First Schedule to the Revenue Act 1898.

Exceptions
16. For the avoidance of doubt, this new voucher system does not apply to vessels other than visiting vessels (i.e. bulk carriers, other cargo ships, passenger ships, naval vessels, research vessels etc.).

 To qualify for duty free fuel, the visiting vessel will be required to present the physical HM Customs Duty Exemption Voucher prior to the bunker commencing.
